Here are some steps to successfully start your nonprofit and maintain government compliance.

Obtain a local business license if applicable.
Elect a Board of Directors and elect Officers.
Incorporate as a nonprofit.
Prepare and File Articles of Incorporation.
Prepare and Adopt Bylaws.
Prepare and Obtain EIN via IRS Form SS4.
Obtain 501c3 tax exemption status.
Prepare And Maintain First Minutes of Your First Meeting of Board of Directors.
Prepare and File For State Tax Exemption
Prepare and File Charity Solicitation Registration.
On an ongoing basis, in order to maintain your good standing, most organizations will have to do the following:

Prepare and File Annual Solicitation Report.
Prepare and File Statement of Information/ Annual Report.
Prepare and File IRS Form 990 and STATE TAX Form.
Once the organization has been established we recommend to recruit a fundraising team, develop a strategic plan together, develop a website, have a grant writer develop a professional grant proposal and implement some marketing strategies to help create awareness of your organization and services.

I hope there is some responsible pony out there who will take on the task, I can only give you my support from across the puddle. Another thing that would be great would be a separate bank account in the hooves of someone trustworthy, or even a group of ponies.
